Data Profiling & Quality Assessment and Analytics
Data Analysis
Data analysis includes processes of checking, cleaning, transforming and modelling with the intent of obtaining useful information which supports decision-making and to inform conclusions. It has many facets and approaches which include diverse techniques and is used in different contexts. A number of phases can be distinguished during the data analysis process. These phases cover: data requirements, collection, processing, cleaning, exploratory data analysis, modelling and algorithms, product and communication.
Data Profiling
Data profiling essentially has 12 attributes. These encompass: the title of the data source, its purpose, type of data, year of production and release, its tenure, sample size, the statistical production area, the policy link, a core directory theme if applicable, limitation[s], strength and the source.
Data profiling in South Africa is applicable to three broad categories of data, namely official data that is certified by the Statistician General, national data produced by Stats SA and non-official or other data. The latter two categories require closer scrutiny with reference to limitations, scope and type of methodology/ies being employed with respect to each data source.
Assessing Data Quality
The quality of a data source can be assessed with reference to the South African Statistical Quality Assessment Framework (SASQAF) of which Stats SA is the custodian. The following criteria are taken into consideration whilst applying the framework to a data source:
- Relevance
- Accuracy
- Accessibility
- Timeliness
- Interpretability
- Coherence
- Methodological soundness
- Integrity
Indicator Profiling, Development and Quality Assessment
Tridevworx specializes in the areas of Indicator profiling, development and quality assessment essential to the generation of performance information in a policy, planning, implementation and results-based monitoring and evaluation environment.
Indicator Quality Assessment
The standard for the quality of an indicator is set by the South African Statistical Quality Assessment Framework (SASQAF) which is published by Stats SA and has been adopted by the WCG, through the Chief Directorate: SMI in the Department of the Premier. The following criteria are taken into consideration whilst applying the framework to indicators:
- Relevance
- Accuracy
- Accessibility
- Timeliness
- Interpretability
- Coherence
- Methodological soundness
- Integrity
Indicator Development
- Develop and define specific indicators in a given policy context
- Indicate the measurement requirements of each indicator, for example, the numerator and the denominator
- Identify the data sources of each indicator, and its method of data collection and calculation
- Identify a baseline for comparative purposes whenever possible, and where applicable define the target set out in the relevant policy
- Indicate the frequency of data collection and dissemination
- Provide a rationale for why this indicator was chosen, including an explanation of each variable in the indicator
- Analyse the indicator and indicate its limitations
- State whether and how the indicator is relevant to a policy
Indicator Profiling
- The indicator title
- Its definition[s]
- Its data source[s]
- Method of data collection
- Method of calculation
- Baseline
- Policy link
- Frequency of data collection
- Frequency of data dissemination
- Rationale
- Measurement requirements
- Analysis of the quality of the indicator
- Limitations
- Relevance to the institution/government/agency
Data Governance
Tridevworx fulfilled the role of Lead Support and Subject Specialist in the area of data governance with specific reference to Data, Data Quality and related matters of the Province-wide Data Governance (PWDG) initiative of the Department of the Premier of the Western Cape Government. Data governance in this context is the overall management of the availability, usability, integrity and security of data used
which ensures that high data quality exists throughout the complete lifecycle of the data. Key focus areas include data availability, usability, consistency, data integrity and data security. It also includes establishing processes that encompasses the people, processes, and information technology required to create a consistent and proper handling of data across the organisation to ensure effective data management.
