National and provincial departments, public entities and municipalities are required to develop annual and multi-year strategic plans as required by various legislation. The Results-based monitoring approach not only assesses the quality of such plans but also the monitoring and evaluation of its implementation. The generation of performance information and the auditing thereof is essential to ascertaining whether progress has been made with the attainment of strategic orientated goals, strategic objects, desired outputs and activities. It is in this context that Tridevworx facilitated the provision of advocacy and capacity building based on TQAT (Technical Quality Assessment Tools and Guidelines) using a Results-based M&E approach. Previous work enabled it to develop a Technical Quality Assessment Tool to assess the quality of the indicators being used as well as the requisite data when examining the Strategic Plans and Annual Performance Plans of national and provincial departments and public entities.
The Technical Quality Assessment Tool was consistent with the guidelines provided by National Treasury and DPME. Guidelines were also developed to assist with the advocacy processes that should be embarked to encourage departments to develop an approach towards the subject matter over and above an emphasis on compliance with legislative frameworks.
