The Impact of Revised Energy Tariffs on the Clothing, Textile, Leather and Footwear Industries

Project summary:

Conducted an impact evaluation of  energy tariff increases (MYPD 1 and 2) and anticipated impact of the third round of such increases (MYPD3) on specific firms and enterprises, through a national survey of the Clothing, Textiles, Leather and Footwear industries. The study also focused on energy efficiency and renewable energy. In-depth interviews were conducted with a select number of firms and employer associations. A more comprehensive survey was conducted among a representative sample of enterprises. 

The survey results reflected on items such as the implications of the proposed increases on the total cost of production, changed forms of work organisation, retrenchments/job losses and factory closures. Furthermore, the use of energy efficiency measures by ascertaining the levels of support for the National Energy Efficiency Strategy and Green Accord, the development and implementation of Energy Efficiency Plans was also considered. Including the types of energy efficiency measures such as retrofitting of industrial and commercial buildings and investing in more energy efficiency technologies.

The extent to which alternate energy sources were considered and implemented formed an integral part of the study. Similarly, wider stakeholder participation through employee involvement in Energy Plans, the involvement of CTFL clusters and local economic development initiatives on the impact of tariff increases, the implementation of energy efficiency measures and alternate energy sources was explored.
